tips on how to navigate the Colorado General Assembly’s web site for current
bill information: This web site provides general information on the current legislative session, contact information for both the legislature and staff, and general legislative resource information. The purpose of this document is to specifically help CSMA members navigate the Current Regular Session site for both the House and Senate, so that you can monitor legislation of interest to you. General
Information on a Bill: The Colorado Constitution places the power to make laws impacting the state with the Colorado General Assembly. Proposals discussed by the General Assembly during the legislative session are presented in the form of a written document called a bill. A bill generally may create new law, amend existing law, or repeal existing law. Each introduced bill must pass both the State House and State Senate. Each bill originating in the House will be identified by an HB for House Bill, followed by the last two digits of the calendar year, and finally followed by a 4 digit number starting with 1001. Each bill originating in the Senate will be identified with a SB for Senate Bill, followed by the last two digits of the calendar year, and finally followed by a three digit number starting with 001. Navigating
the Colorado General Assembly’s home page for bill information: The Colorado General Assembly’s home page is the starting point for many resources and information relating to the General Assembly and the staff that support their efforts. During each legislative session this home page has a section relating to the proposed bills to be heard during that session. Typically, this section is called the Current Regular Session Information. T his area is divided
into two sections: House and
Senate. Within each section are five areas that may be of importance
to CSMA members as they follow specific legislation: Bills, Calendar,
Journals, Status, and Fiscal Notes. Bills: This section lists the bills by bill number in ascending order. This is where you can print or download the entire bill, as well as access other information on the bill. Calendar: The calendar sets the agenda of proceedings of each house. The calendar is updated daily. The calendar typically lists the bills scheduled to be heard by each body on second and third reading for a particular day. Additionally, the calendar will list the weekly schedule of bills to be heard in each committee. Journals: The journal is the record of proceedings that occurred in each house on a particular day. This publication documents the action and votes of each house on each motion. The journal is updated daily. Status: The status sheet provides a one-line history of each bill. The status sheet lists the bill number, sponsor, date of introduction, committee assignment, date reported out of committee, date passed on second and third reading in both houses, and whether amended in each instance. Fiscal Notes: The fiscal note indicates whether the proposed bill will have a fiscal impact on state government, local government, or the state’s economy.
